Mikel Arteta wants to keep the Spaniard, but will sell the 25-year-old for the right price.
Paris Saint-Germain also want Bellerin, who played 15 Premier League games last season.
The Telegraph claim Leverkusen have now joined the race to sign Bellerin following a fresh injection of cash from Kai Havertz's big-money move to Chelsea.
